I have a curve 8320 on the latest 4.5 O/S.

I need it to ring when a certain contact calls or texts -- no matter what profile settings are enabled.

Is there a function or an application for that?

Yes. Go to the contact. Add custom ringtone and than under when to ring select "Always".

I used to be able to set custom text/sms/calls/emails as a profile on my 8830. what would happen is I would be able to put the phone on silent unless that specific contact did one of the above options. That granular feature set appears to be gone on my Tour. I havent found a way to be able to repeat that ability in the native OS 5. I have started looking for an application that will allow me to do that, so far I have found one SmartAlerts. I admittedly havent downloaded and tried it yet; but does anyone have any other app suggesstions or am I missing this in the OS?

When I went to the contact I already had an exception, but I couldn't change it from the active profile. Then I went into advanced and created a new custom exception.

I deleted the original exception. It worked perfectly.

it worked in every profile except for one, I am sorry I can't remember which one it was. But thanks for giving me the confidence to experiment.
