You should search the application log for the user's name and see if there is a specific error associated with the problem. Otherwise I would suggest removing the user from the server, clearing the info from the mailbox, wipe the device and reprovision the handheld. If this happens again, rather than reactivating the device, try to regenerate the encryption key from the Security menu or delete the CMIME service book and do an undelete and repeat with the SYNC service book to try to findout where the disconnect is.
