Default text messages overseas and blocking them?

Hello all,
So I am supposed to get my SIM card and my reseller said to turn on the global data plan for 2 billing cycles and then I can turn it off. He sais it's .05 cents incomming text messages and .50 cents outgoing? Is this true? I have a text plan so should I not get charged for texting my friends in the United States?

Also, on the firewall settings you can block incomming text messages. I tested this out and it worked, but if I block SMS text messages, will i still get charged? My phone just says I have one blocked sms message? thnx
