Default BES Express 5.x how do i?

How do I edit the users reconciliation settings, the user wants to be able see his other folders...

Also were do I see the email rate in this policy; rate meaning when the user activates the BB only sends 14 days of email or up to 750MB which ever comes first?

You want to set this on BES, or from the device itself?
On BES:
Manage User > Messaging configuration (Default Configuration) > E-Mail tab > Redirection Settings

You're referring to message pre-population. (The max is now 30 days or 3000 messages)
Those settings are here:
BlackBerry Solution topology > BlackBerry Domain > Component view > Email > View (BES_EMAIL) > Messaging tab

In BES Express 5.0.2.29 when I go to the following:

(under users) manage users -> at this screen there is no "messaging configuration, so I click on the user in question and get a screen with the user information along with Groups, Roles, Wi-Fi Profiles, VPN profiles, VoIP profiels, software tokens, component info, access control rules, software config, and policies. The options at th bottom of this screen don't show or have a Messaging Configuration option...

Gents: I activated a new user, he didn't get all his messages prepopulated, I updated those setting per this thread. However the messages didn't show up. Is there a way to force them to go without wiping/re-activating?

No.
Even wiping and reactivating won't pre-populate at this point.
You'd need to remove the user from BES, wipe, readd and then reactivate.

also give this KB a read

KB04713-How to enable message prepopulation for all BlackBerry smartphone users on a BlackBerry Enterprise Server

After just a wipe, you can activate to get the old messages back.
