I may be wrong, but I do not think that The Committee on Foreign Investment in U.S. (CFIUS) has any jurisdiction here

Can't comment about Canadian rules on foreign investment

CFIUS can believe whatever they like. Last time the US government got involved with BB was in 2009, when Obama was allowed to keep his BB as long as his messages conformed to the Presidential Records Act.

The Canadian Government, under the Investment Canada Act, can and will, when necessary, prevent the sale of any asset which it classifies as a National Security interest.
