You can have both servers running only if you have 2 separate SRP IDs, or you disable the services on one server.
The easiest route is to install 3.6 SP7 on the new hardware and then, backup the old db and restore it to the new server, then upgrade your BES software on the new server.
If you don't mind reactivating all the blackberries, then you can just setup the new server and create a new db and just start activating.

The goal is to decomission the old BES server and have all 30 users on the latest version on the new hardware. Would this be possible with minimum downtime / disruption to the end user?
How would you tackle this?
