You have identified two devices...but one user account. Are you attempting to switch devices?
Did the user receive the"Do you want to switch handheld" prompt?
If the user (Notes client) can access their mail file...and with the 7250 connected...everything works, then the mail server is available, and so is the BES server through port 4101.
What version of the DM is currently being used?
Have you tried stopping the DM, switching the USB connection on the laptop/desktop and restarting the DM and connecting the 7130e again?
