i have paid the $9+ via paypal

have the receipt
yet have now realised that this site never asked for my mobile number nor my email address in order to GIVE ME THE CODE??!!!

its my birthday 17/12 and it looks like i won't be hearing a birthday wish from ANYONE!

can someone please advise?

send a message to the person you bought it from
contact paypal and see if you can get your money back

Paypal will work with you and if they see the seller is not doing what they should they will in most cases pull the money back from the seller and refund you.
But as Knotty said you must contact Paypal
