I have talked to various people and I have heard differing answers. In both cases, I heard that regardless of me doing either 1 or 2 I will still be charged roaming charges since RIM will still attempt to send e-mails to my handset and these e-mails whilst "floating around" waiting to be delivered will be subjected to roaming charges. Is this true?

If data is not delivered to your phone you won't be charged. So if data services are off you will not be charged. The mail never gets to you phone. I have travelled abroad, and with data services off I have incurred no data charges.
