JSanders, you bring up an interesting point, I presume it's been dealt with elsewhere but, this does not necesssarily mean your device IS registered with another provider.
This same error is also seen when a device has failed to connect/register with the relay, until this point the device is basically unprovisioned with RIM and until it has been, this error will be seen when trying to register the PIN for BIS.

edit - to Dubdub's point, entering "0" in both PIN and IMEI fields on the web self serve for your carrier should do the same.
