Everything is synched.... but no incoming e-mail

Ok, so I've gt a brand new 9700 for a new staff member at my work and it's killing me.
Rogers, BES. Enterprise Activation went fine, address book is there, lookup from the Exchange directory works, sent emails show up etc.
No emails are received incoming. I send and send and send and nothing comes in.
I've reloaded the OS already and also removed and re-added the user onto the BES.
Anyone seen this happen before? Thoughts or suggestions?
