Maximum Security Timeout

Hello all;
We are running BES for Groupwise 4.1 and started upgrading 40 people to 9700 from assorted Curves and Pearls. The first group is complaining about not being able to adjust the Security Time longer than 30 minutes. Many had it set to 60 mintutes.
Calling T-Mobile & RIM support provided no answer. Is this a device setting or an IT Policy???
