Standby Battery Use Question

Someone told me that if you frequently access your phone, using the Standby mode to save battery life won't work.
He said that "waking up" the phone from standby uses a lot of power.
If you do that all the time, then, on net, you actually end up using more battery power than you would if you simply locked the phone when not in use.
Is there anything to this?
