Welcome to the forums.

Verify your device is unlocked:
How do I determine if my BlackBerry is "unlocked"? - BlackBerryFAQ

You would have to signup with a provider such as o2 or Orange and subscribe to a BlackBerry data plan.

depending on your carrier, O2, Orange, T-mobile, Vodafone, you should be able to call them up and tell them you just bought a BB and need a BB data plan, how much would it be to add it to your existing plan, how much you would get etc etc.

This of course only applys if your already on contract. if not, you would need to sign up to a contract with any of the above providers and then you will likely get a free phone, but you can always sell it on ebay.
