"Send email to handheld" not respected by BES

Hello all - I've been fighting a frustrating problem for a while now. I have a user who would like to turn off email delivery to his BB during certain times of the day. Normally, I'd suggest that he just change the "Send email to handheld" setting on his phone. The problem is that nothing changes when that setting is toggled. Normally when users turn off message delivery, I can see that change reflected on my BES - it shows a value of "false" for "Redirect to BlackBerry Device" on that account. In the case of this one user, that setting change never seems to make it to the server.
I've tried rebooting the phone, re-sending service books, toggling message delivery on and off on the server, and nothing has helped resolve the problem. Also, all of my users are in the same group with regards to the IT policy, so that's not causing the problem, as disabling message redirection works just fine on all other accounts.
My BES is version 4.1.6.10 (connecting to Exchange '03) and the user's phone is an 8320 with 4.2.2.180 firmware.
Has anyone else seen this? Any ideas?
