I've been running 4.5 for several months now, and have yet to see the elusive wireless update!

I have the "Options" > "Advanced Options" > "Wireless Update" "functionality/capability" as well...

Is it related to the "Provisioning [OTASL]" service book? Or is this SB used for something else??

Wireless Upgrade isn't active on RIM's network yet.
Stop worrying about it. Even if it's on your device, you still can't use it.

I am curious to found out what the "wireless upgrade" function does as well, i have it on my phone now, but haven't played around with it...

For the Nth time... Wireless Upgrade is not yet activated on RIM's infrastructure. It doesn't do anything yet.
There's nothing to play with.

When it's ready, and turned on, it'll offer the functionality of wirelessly upgrading your BlackBerry OS.
