Email Sync over WIFI can not be activated - shows white dash " - "

I have a problem with the BlackBerry Bold 9000 from my Boss.
He recently received an Upgrade Unit from our Provider and in the Settings the eMail Reconciliation shows a green Tick for sync via Mobile Coverage but a white dash " - " for WIFI.
And I can't get it active, when I move the Trackball to WIFI and click in order to get the Menu to choose Settings (on/off/save).
May it be possible the Provider has asked RIM to limit access within the customized OS Version for the Provider to Mobile Coverage only?
