Custom Phone Tune Volume

For some reason when setting a custom phone tune for anyone in the address book, the volume isn't as loud as if it were set to the default ring tone. I tried to find out where I could change the volume for the custom phone tune but couldn't. I also tried amplifying the ringtone but it doesn't help much either.
Any help would be appreciated, thanks in advance.
