Some of what you are describing I don't have an answer for.... But, each BlackBerry is uniquely identified, and the handset must be registered on the BIS, and can only be registered on one BIS at a time. If you were getting email then you must have been prompted when you first accessed the network whether to switch messaging to that handset, and you said yes. At least that's the only thing that makes sense to me. The other option, which from your account of things you did not do, was log into BIS before hand and change the PIN there.
I know there is an explanation for the error you see on the BIS, but I don't know what it is. At any rate, if the device you are using is now associated with your BIS account, you should be able to resend service books from the email setup wizard on the handset, without having to do it from the BIS web portal using a computer.
