I support about 250 BB users, and one of them inquired about it - he had upgraded to 7.1 on his 9850, and asked me if hotspot was free. He also has tethering on his line, so the hotspot feature/service is included for him. He reported that it seemed to work very well.
And as for speed....I've tethered mine many times, and it's plenty fast for my needs on a 3G signal. We'll see how it goes when I find some time to upgrade mine & test the hotspot.

Interestingly enough, I have an unrelated incident.
When I first received my 9900 and did the SIM activation online, I could connect my 9900 via the data cable to a Mifi device (brand: Zalip). My ATT 4G speeds was 5Mbps down, 1Mbps up which I thought was plenty fast for a 9900 connected to a Mifi device via the USB cable. My admin had also told me prior that my BB plan was enabled for tethering and have data access. ("Modem Enabled" indicated on the BB's display as soon as I plugged in).
A couple of days later, I started to commence the BES activation. Right after BES activation, whatever the BES profile settings were; downloaded and presumably disabled my ability to tether. My admin checked and said IPmodem was enabled on their BES administration console. However, I still cannot tether currently.
Any ideas what to look out for? I can't seem to find the IPModem setting in Advanced System Settings on my device.
