BES Issue - Users cannot send email from BB.

We have an emergency issue, starting yesterday some of our BB users are not able to send emails, can receive just fine. We have been on support calls with Blackberry and Microsoft support for hours, and have read and checked all BESAdmin "Send As" security settings on user accounts and mail stores on Exchange 2003 server. BESAdmin "Send As" security setting does not dissappear on user account or mail store. Users can send emails and then cannot, seems to be very random throughout the day both with sending emails and users affected. Need to resolve quickly, please help with any tips or experience with this issue, there has to be a solution.
