Software Configurations and Missing Dependencies

I've had an issue crop up recently surrounding new BES users and application deployment via Software Configurations.
Specifically, when a new user who is assigned to a Software Configuration to receive any application (in this instance, SalesForce) and has no previous device information populated in BAS activates their device, they do not receive the specified application. When you click on the SC config tab in BAS and select Other Configured Applications, the apps that should be deployed are listed there with an error of "Missing Dependency" even though they have a compatible device and actually do have the aforementioned dependency.
After they've activated and are in this state, if you simply remove them from the config and add them back, then the apps all properly resolve, the jobs are created in BAS to deploy them and they get the apps. So the issue appears to be more of a reconciliation issue between BAS and the user than an actual device dependency issue.
Has anyone else experienced this and if so, what have you done to address the issue?
