If I were the officer's supervisor, he would be suspended (if not fired) immediately. People in crisis situations use foul language; he should learn to deal. If he's that sensitive, he has no business working as a first responder.
According to the video he was suspended without pay for 2 weeks. Also, he was a 20 year veteran on the police force with no other incidents against him. However, I agree with you; you cannot have that kind of negligence in that area.

Maybe he was suffereing from burnout, but that's no excuse. He is lucky her father didn't die because of his negligence. Sounds to me like he needs a permanent vacation from that job. Let him shuffle papers or something, but he should not be dealing with the public.
