Move Users between BES, automatically re-activating??

Hey,
Have 4 BES servers, 4.1.6.16, Exchange 2003, same domain, all BES servers share same DB. Performing a Data Center move and virtualization project. Therefore, we have been moving users around a bit. For example:
Move all users from BES Server A (~600) across Server B, C and D. All handhelds are 4.x or higer OS, use 3DES and AES as the encryption method.
What I am seeing is that many of them are going through the activation process and policies are being repushed (IT policy resend is off BTW), making this very slow. The activation icon appears on most (not all) of the users home screen. In the end, it is working, but why the re-activation and policy re-push?
Anyone known of a known problem of doing bulk moves? I would not have expected this?
When you move users between servers they do perform a mini-activation ... new encryption keys are generated, service books are sent, and full mailbox rescans are done.
Basically the handheld is being activated on the new BES. When you move somone to a different BES the Desktop service books have to be updated with the SRP of the new BES. IT policy is just part of the activation.
Thanks for the input. Was aware of the rescan activity, but to actually see the activation icon show up and stay on the main screen -- that I have never seen before -- and it only happened for about 25% of users (we estimate). Thanks again.
having the same issue moving froim 4.1 to 5. most user have the activation icons. Tsupport states its an issue when the two server are not running the same encryption algorithm. View Document
