Issue With "setup Wizard"

I just bought my BB9700 3 days ago & I'm facing this *&^@#%$^ problem.
When I click the "setup wizard" in the "setup" menu, the phone will hang. It will only leave when I click the red cancel button. But I cannot scroll anywhere aft which, and the screen hangs at the page.
Is it normal? What can I do about it??
PLEASE HELP ME:(
