bvf, I've been waiting to see what others would say. When someone uses the term turn-by-turn they almost always mean voice directions. I'm wondering what it is you want to do. I don't see the point of voice directed navigation if you don't have mobile service, so maybe there's something in your question I don't understand.
Bing is one mobile app with maps and directions that will function on wifi. But the turn by turn directions are written with icons, not voice.

i dont need voice direction, i need written direction. i have bing installed on my bb but but does not work via wifi.

Do you have a blackberry data plan? I didn't think it would make a difference with Bing, but maybe it does. I can turn off mobile network, turn on wifi, and use Bing on my home wi-fi with no problem. But I have a blackberry data plan.

Some thoughts:
There's a list of aftermarket software with links at blackberryfaq.com.
There's a long thread started by Lunkhead with the title something like, what you can/can't do without a data plan.
There is a gps subforum, where mapping/nav apps are discussed in detail.
You've probably been trying one app after another. The above sources may help you find apps you haven't discovered and tried yet.

I don't have data plan. when i try to use Bing with my wifi it says: "the application Bing has attempted to open a connection to a location inside the firewall and outside the firewall which is not allowed by your IT policy."

Check this: options > security options > firewall. Is the firewall enabled? Can you disable it, or is it locked on enabled?

i did wipe my blackberry and the IP policy is gone, but now when i try to use bing it says: "data not available. please check the settings of the mobile network"

Ok. One more idea.
Now that you have removed IT policy, how about deleting Bing and reinstalling, so that it can run it's connection wizrd routine. (I don't see how to do it from within the app.)
Just a guess. As I say, I don't know that Bing requires a blackberry data plan. I think it should work for you.

when i wiped my blackberry i wiped all of my application too, i dont now why i did it but i did! i use to have facebook 1.5 on it, i try to install it again but it said the application is not compatible with your device. do you know why/
