Unhappy Storm user can't dial out after Enterprise Activiation!

I'm using Blackberry Pro Server 4.1.4.3 on a Windows 2003 Small Business Server. This is a very small company with only a few Blackberrys. One of the Blackberry Storms is having a prpblem. Whenever he completes Enterpirise Activation, he can no longer dial out of his phone. He will run to the Verizon store to get a new phone. It will work fine until after Enterprise Activation. I am using the default IT policy. The other Storms are working fine. Any ideas would be appreciated.

What icon does the Storm show in the upper right corner? GPRS, GSM, SOS, EDGE, 3G, gprs, gsm, edge?

When you say "can't dial out", do you get an error message? Or is it not possible to type numbers? Or is the green key not working?

Not that this has anything to do with anything, but within Blackberry Manager I notice that my users have an upgrade status of "rejected". The user having the porblems has the most "rejected" status.

When you hit the green Phone button, the dial pad comes up, but there are no corresponding letters on the numbers anymore.
When your finger hovers over the numbers, it highlights that number in blue, but when you press it, it does not register.
The only way to call out on the phone is to highlight existing numbers in my call log or go into contacts and highlight a contactxxx8217;s number.
In the upper right hand corner it reads 1XEV.
