Wierd Problem after Activating

Hey Guys,
Got a odd issue i've come across.
Give some little background real fast.
Currently our company was bought out by a bigger fish. So i'm working on migrating our company. Typically first part of a migration like this is to migrate the legacy company's mailboxes to the new companys exchange servers. When doing this well blackberry's are worthless since no email goes to the old mailbox.
Fast forward to monday.
I've done about 300 users so far with very little problems.
Monday Night I needed to move a user over to the new company Exchange Server. So typically I go and delete thier blackbery accounts off the old server, move the mailbox, set the user up on the new companys bes server, reactivate the user on the new bes server.
So far all went well. Tuesday night they moved all our phones accounts at the various carriers from the old companies corporate account to the new companies corporate account. When this happen it disconnected all the data plans or the bes provisioning. 2 or 3 hours they get it fixed...so everybody needs to hard reboot thier devices and boom all is good again.
Except this one.
Everything works but the Inbox on the device. Messenger, Internet, Phone, Calendar, Contacts, and even Sent items are working/syncing just fine. You can send email and it stores the sent items and such but no new emails go to his device. I checked his Outlook and the new messages are showing up fine.
First thought it was a outlook filter rule or something on the handheld. Checked all the settings myself and could find nothing wrong.
So I figured ok something funky happened and i wiped and just reactivated.
Everything synced again but the device still doesn't get new email and now when it sends a email (it shows sent and even goes to the sent folder) but I never recieve any of the test emails sent out.
Any suggestions what could be causing this?
Should I delete the user off the new BES and recreate him?
