"... locked to at least to the phone OS at minimum" would mean what, exactly?
As well, "... lock the PIN out of the original vendor" means what, exactly?
And, "They" don't have to enter a password if the owner never enabled one.
For what it's worth, if you mean you think it would be better if a user's BlackBerry Protect were somehow keyed to the device, so that the service link would be maintained (sort of like an IT Policy), which I'm guessing is what you are trying to express, then consider the problem for the user who has lost his/her device and needs to restore the backup from Protect to the new BlackBerry, or simply switch devices.
I have no clue what you meant by locking the Pin "out of the original vendor", so I won't take a stab at an answer.
