Sprint and Verizon had these models but the radio is different on various models and that will give you a direction on carrier selection.

Browser displays for cell phones are usually arranged by the web developer building the site not the cell phone maker and using the browser developed for cell phones. Web browser developers take into account the size of the display and other restrictions such as memory needed.
the bigger question is will a cell phone company have the OS needed to support the latest browsers. One way to "force " users to the latest device is to cease development or stop upgrades on older platforms or OS. All cell phone makers do this and Blackberry is doing it also. Apple is so far the leader in upgrades.
