No, your device never polls anything.
BES polls your Groupwise mailbox on a schedule (I believe it's every 20 seconds and cannot be changed) and then pushes any new messages to your handheld.

Likely not related to BES at all. What version is the OS on the 9500s? You might try upgrading the devices to a more recent OS if they are out of date.
