Default How to turn off content protection?

How do I turn off content protection in BES 4.1? (Please don't go into the semantics of why I should leave it on - I understand the implications). Here's why I want to turn it off, and what I've tried so far:

Brand new Curve 8530 (provider is MTS).
Updated OS to latest (5.0.0.1108/5.0.0.654).
Activated it using our standard IT policy on BES 4.1.
Phone activates properly, but then after a few seconds it reboots and gets stuck in a reboot loop (will do this for as long as the battery lasts).
I can interrupt the reboots by doing a loader /nojvm and wiping the device, but activating the bb starts it all over again.

There's a knowledgebase article describing this behaviour as a known issue (KB22488 - View Document). One of the resolutions is to upgrade to 5.0.0.654 (bundle 1108), but the upgrade has not fixed the issue.

I've created an IT policy to be used by this device only. Within it, I've changed the following from defaults:
Security Policy Group
- Content Protection Strength: (have tried both Default and Strong)
Memory Cleaner Policy Group
- Force Memory Clean When Idle: False
- Force Memory Clean When Holstered: False

I'm quite certain I'm missing some setting in the IT policy but be damned if I can spot it. After the bb is activated, I've checked the status of Memory Cleaning - it is Enabled and locked, indicating it's controlled by a policy.

No other third party software is installed on the bb.

Anyone have any suggestions?

Just set all the three policies to "Default". The go to the security options of the device and turn them off.
