Some carriers, like Sprint, do not charge for domestic data roaming but will monitor your roaming and terminate your contract (ETF Free) if you continually rack up monthly roaming data volume. I believe their limit is 300MB per month and two or three consecutive months above this limit will get you a warning letter. After the warning letter, if you persist in using too much roaming data, you will get a termination notice.
International data roaming is a different animal and is a truly scary thing. Bills for international roaming can be in the many thousands of dollars for just a week abroad.
