"last transaction message" tone

Hi,
I'm having a problem with the pay as you go messages from cingular. Everytime i get a txt message from someone it vibrates just like my profile is set for. But then i get a txt message/alert from cingular stating how much they just charged my account. When the messge from cingular comes in it has a tone that i cannot seem to change or mute. What is going on?
I've tried changing the tone for level 1 & SMS messages with no favorable results. Can anyone HELP me with this?
