7100i - Stuck loading Java Apps

I have a customer's Nextel 7100i, and it's stuck loading java apps from Desktop Manager. Here's what I think happened prior:
The old user of the Blackberry quit the company, and the device had to be wiped. Our BES policy won't let us turn off content protection, so wiping takes up to 2 hours sometimes. I think whoever put it in wipe mode pulled the battery before it completed. I'm not sure if that would cause the problem..
When it came back on, it still asked for the password. But it looks like no OS is loaded. The background is white, and the text is black and simple looking. I think there were 3 choices on the desktop, all as text. No graphics.
I'm trying to reload 4.1 now, and it's stuck at Loading module "net_rim_bb_addressbook_gal.cod" It's been here for about an hour.
Has anyone seen this? Is there a work around?
