WRONG!
The 9700 ships out of the box with WLAN service books pre-installed as part of the image. I've proven this by installing on a Telus unlocked IMEI/PIN and purposely left the SIM card out and after initial boot off Rogers firmware still booted up and connected to my WLAN.
Formerly Rogers DID require a data plan. HRT is no longer required.
I'd suggest on your router to check if MAC filtering is enabled. If so turn it OFF or better yet enter the MAC of your BB Device. and restarting your WLAN. Connection is a good thing - meaning the service books are working; but no default gateway or proper ip is associated with the connection.
