CDO Test Failed

I have been searching and searching for a resolution to this issue to no avail.
CDO logon successful
CDO COM exception: Code = 80040705, WCode = 0505, Code meaning = IDispatch error #1285
Description = The Microsoft Exchange Server computer is not available. Either there are network problems or the Microsoft Exchange Server computer is down for mantenance.
CDO test failed
The rest of the EMS test is successful. I have checked all my account permissions over and over. Made sure I have Exchange 2010 RU 4 installed. Made sure that my CDO 1.2.1 was installed. And even done a reinstall from scratch.
Any direction would by much appreciated
