Yes, as long as you call a number in the US. If you call a number outside the US you will get billed for an international call. It's just as if you're phone were physically located in the US. Great system!

If your device had a wifi connection but showed anything but UMA (such as GSM or GPRS/EDGE/gprs/edge) then your data was over the wifi and the calls were over GSM. You're going to get billed for the calls unless you show "UMA" on the device.
