Question GPS Location through cell tower triangulation

I can use jsr179 to get a GPS location and by setting the proper Criteria, the cellsite (with javax.microedition.location.Criteria class) can be used as a mode.

I am wondering if there is any api to get a location (based on cell tower triangulation ?) with out using jsr179 and/or for non-GPS enabled devices.

Any help or direction towards other resources would be highly appreciated.

I don't know what jsr179 means, but Google Maps can get a location on cell tower triangulation without GPS on the device. In my case, it's not even close to accurate, however. It puts me at an place 8 miles away from my real location.
