Is it possible to tether? Yes. Will there be no additional charges? Depends on your price plan/carrier. For example, you can tether with bell Mobility, for an extra cost. Tethering is included in Rogers data palns.

Verizon Wireless charges for tethering, if I remember it is an extra $15 a month. You can try it free for 1 month and see how it goes.

I have a BB 40 Unlimited plan with Telus. I can tether all I want for free. You have to me careful because if they are going to charge you it can add up quickly. I had a time where they accidentally dropped the data plan off my BB. I first noticed it when my bill shot up from $130 to $4000. Before they got it corrected the second bill had come in and that was $5000. In the end my bills were dropped down to what they should be because the issue was Telus' and not mine. Excellent service from Telus!

So, is tethering included, without fee, for any blackberry data plan with rogers? (i.e. 30$ = 1gb plan?)

Yes, to Rogers, data is data, doesn't matter if it's on device or tethered.
