Does Blackberry update their Android phones to the latest OS like Nexus does?

Blackberry offers OS upgrades to allow product compatibility with new apps.
You can go to the blackberry web site to determine if an upgrade is available. also the Appworld site will list various apps compatible with your phone.

One thing to keep in mind. Just because the various companys offer OS upgrades does not mean it is wise to do it. As an example, I upgraded an Ipod ( Apple) to the latest OS that kept popping up when I connected it to the ITunes site . It wiped out every song and video and failed to make a backup as it was supposed to do. Live and learn.
