when someone from the Europen Union buys and app in the App World - is VAT (value added tax) added to the list price?

Say you see an app for 2.15 euro - is it 2.15 euro taken from your PayPal then or is it more?

I've always been charged VAT according to the country I have registered as my place of residence (with mobihand).
