Yes, you need a data plan to use BB Maps.
Yes, the 8310 has built in GPS.

Most GPS apps for the BB require data to download maps. I believe there may be one that doesn't or a couple that will download all the necessary data before starting navigation. Check the GPS forum as I believe there's more info there.
