Unhappy 403 Forbidden error when sending notification from web service to device

I'm testing a MDS application using the device simulator and MDS service that come with the MDS studio. The application first subscribes a event from a notification-enabled .net web service and then the service sends notification to the app when the event is triggered. The event subscription works fine but I got the error of "The remote server returned an error: (403) Forbidden." when the web service is trying to send notification back to the embedded MDS service in the studio. Anyone has encountered the same issue with the studio? Any tips for the troubleshooting?

I've checked the notification soap envelop that is being sent and the status of the embedded MDS service in the studio and they seems to be fine. I also tried to installed a stand-alone MDS service 4.1 and it doesn't help. I have no clue on what went wrong. Please help. Thanks.
