When I receive a SMS on my 9700 it only tells me when received. How can I set up the 9700 to tell me the date and time SENT?

Natively, you can't.
Im unsure if there is a 3rd party app that will do that.

When I "hover" over my outgoing SMS (using the BBM-style chat), it tells me the date and time I sent the message.

I am not talking about the list view (like for emails), I mean within the uh, IM-style chat screen -- hope that made sense.

The OP want's to know what time a received message was sent from another person.
Not the time at which the OP sent a message.
