Assuming you do have a BESMgmt database then your ODBC connection is not configured correctly.
Go to Data Sources (ODBC) in Administrative Tools. From the BESMgmt driver in System DSN ensure that the SQL Server Name, Database name and authentication method are correct.
This worked for me. Someone had rebuilt a server and entered the incorrect name of the server. Changed in the BES Management console but not under ODBC settings.
