im outside the u.s and everytime i download a radio or even go to a radio website and open a link in the media player to listen.. it keeps saying buffering and doesnt work.. however the wifi works well but the dataplan is not makin this to work at all..... what can i do

Network conjestion or transport delay. Depending on the local area service quality this will happen. It's not a service that can be expected to duplicate a PC or other device using WIFI.
