If it isn't a USB 2.0 Port, it won't charge. Have other electronics charged on the same USB before?

Very strange indeed. Is the device connecting to Desktop Manager?

I have had this problem before. In Device Manager, go to USB devices and disable/uncheck power management.

Also you may want to uninstall DM, remove the USB drivers and then reinstall it.

For what it's worth, you don't have to install the full blown DM to get the charging working. If you just want the ability to charge from your laptop while out on the road without having to bog it down with DM, plug your BB into it using USB (it won't charge) but then while it's connected, go to Windows Update and select from the optional hardware drivers - one of which is the RIM BB driver. It's only about 2MB so dead quick to download, and once it's put it on, hey presto, your BB will charge

Hope this helps someone!
