Your built-in GPS receiver is free to use. Verizon is the only exception as you have to subscribe to their GPS app to enable the built-in GPS receiver (though a BT GPS puck can be used without paying for VZ Nav).
A GPS app (often mistaken for GPS "service") may or may not be free. It really depends on the GPS app you're talking about. Refer to the stickied list of GPS apps for more info.
It's the same regardless of carrier. There are no restrictions for using the network of GPS satellites. However, you need a GPS app to make that positioning data meaningful. Additionally, most BB GPS apps require that you have a BB data plan to allow them to download map data.
