Default Issues with enterprise server - activation

Hi Guys,
Hope you can help me.
Bit of background info. I work for a largish size company, and we have just started thinking about offering blackberries for our corporate users.
We started off with blackberry server express, with 1 user, and that worked perfectly.

We have now bout a 20 cal license, and 5 7130v's. What i did was uninstall besxpress and reinstall the enterprise version, which was all good, no issues.

The previous user (from besx) was already there, and working perfectly.
So basically what im doing is adding in a new user, so i do that, generate the activation password and try to activate the new handset.

Now the problem is that the 'server isnt responding'. The previous user is still working fine, but i cannot seem to add any new users.

I have read through a few other posts about similar issues, but still havent found any certain solution. Here is some text from the magt log file...

I have also had 2 other errors in the DISP log:

Old OTAKEYGEN packet is cancelled, Tag=47
Packet returned as FAILED - could not be delivered to device, Tag=49



Can anyone please help explain those fail errors? I really need to get this working asap!

Since we have two BB servers, my fix for this issue was to move the user account to the other BES.

The fix for my situation was that the SIM card used had a problem. Was not registered on the network correctly. The vendors calls this the SIMVI - the IMEI no of the device and the SIM serial no.
Therefore - try another SIM card to confirm this.

I was having the same issue when trying to activate a Blackberry 8300 to our BES server. The error in the application log on the BES server was event 20000 {user name} Old OTAKEYGEN packet is cancelled, Tag =5387. After talking with AT&T I found that they had not given the owner of this phone the correct data package. He should of been set up with the Blcakberry unlimited package. After that was change was made by AT&T I deleted his account on the BES server and recreated it. Activation then worked.

Addition to this:

When you start a wireless EA on a BB with this problem you will get an error: "Server is not responding"

If you sent a PIN message to this BB from another Blackberry,
the sending BB gets an error for this PIN: A red X and the Message status: Transaction error - General Failure

The provider needs to be called, because that BB device is not correctly configured/setup in the RIM KB where the provider has access to.

Note: This is not an issue of a SIMcard or contract, it is only about the Blackberry device
